Actually, I should rephrase that--no one wants this except for
Congress. None of the broadcasters want this--they see
switching over as a huge expense, and a huge inconvenience for
their customers. In an age of dwindling ratings, they are very
wary of doing anything like this. Consumers don't want it, as
they don't want to be forced to buy a new television, or at least a
new converter box.

Congress, on the other hand, sees this as a windfall. They want
to force the switchover so they can sell the rights to the new
spectrum, as well as re-selling the rights to the old spectrum.
They're counting on this money to fund all of their pork barrel
projects. So much for serving the will of the people.
