Been trying that for years
The UK Government has been attempting to do this for years but the take up of DAB boxes (free to air digital)/Sky/Cable is still not high enough.

We have a different system in the UK where we pay a TV license which gives us the right to use a TV in house. It also gives us the right to stick with what we've got - an analogue service of 5 quality channels (2 without any adverts) that is just as good as 30 crap ones (with loads of ads).

They are going to end up giving away DAB boxes so that they can shut down the analogue transmitters.
