The analogy is flawed. Browsing the internet and entering the house are two different things. You may forget to lock the door, but you are not sending an open invitation to enter your house. Whereas in case of your wireless router, many people don't care. I intentionally leave my router open to all because it has built in QOS which gives precedence to me over free-riders. And many in California do the same, as a community service.

As for the cost to ISP, you have already overpaid for the connection (less than $5 per mbps wholesale, versus $30-$60 retail). Neither does the criminal use argument hold water. It takes less than 3 minutes to break WEP security.
