Conditions for using someone else's PC or a public PC (like in a library or a cafe) won't hurt anything and are needed. Conditions for using your own PC isn't even a possibility, except in cases of actual criminal acts, like hacking, spamming, creating viruses, or other unsavory acts that are illegal anyways.

In the case of your example of teens bypassing web filters, that depends too. If they did so on a library or school PC where there actions harmed the PC, by changing the configuration, causing the PC to have to be repaired or allowing the next person to see something they shouldn't have if the filters were working; they should be liable. But if its the teen's own computer where the parents put the filter on, then there is no need for the police, its a family issue.

Most companies discipline employees who mess with the computer configurations. At my company, we don't tolerate people installing software or bypassing restrictions. Why should companies or individuals have to put up with the public messing with their computers and networks? Unless you were invited, I say stay the heck out.
