Invent a law again
"intentionally accesses a computer without authorization or exceeds authorized access."

So anyone can simply attach conditions to the use of a computer and by doing so they've written themselves a law with a criminal penalty? Break the conditions go to jail?

Isn't lawmaking the job of Congress?

Wouldn't that lead to dumb things like teenagers facing criminal charges for bypassing webfilters? Like they have in China?
