Cost factor.
1st. Fibre backbone along powerlines does exist even in places like Mozambique.

The major cost is to deliver the last mile. That is where BPL provide a cost efficient solution.

Consider for example the cost of a WiMax "base station" and the bandwidth that it could provide. It is pretty expensive per Mb (especially if one will need to upgrade after three years). THat's forgetting about the fact that will be shared bandwidth. Sharing that with 100 people would cost about USD 5000 per person, providing only 360K of per person (shared 10:1 that will provide 3M6).

Putting fibre cables into the ground to every existing house will also be prohibitive in cost. Imagine having to fork out USD 5000 to get a fibre cable where there is none?

The least cost alternative is at the moment with BPL. That will cut the major cost in infrastructure. Yes, with time it maybe replaced with Cable. But then how many people has a T1 line, forget about a T3 line (or rather can afford it). Obviously all of the technologies we speak about now is already a lot faster than the T1/T3 lines. - But consider the cost in delivery. At this stage I would think one settle to provide 3-12 Mb/s dropping the price by half to a quarter. That will place broadband on a lot of people's radar screens.
