1st intelleginet question arround.
Fist really intelligent question, most of the others are haggling on something they have no clue about.

No, it cannot. One has to go around it.

Most power distribution companies are running fibrebackbones on their systems. What will have to happen is for that to be extended to the last transformer box. In the mean-time some migh use other methods, e.g. wireless to get there.

Delivery from the last box to the home is currently at the same speeds as ADSL and ADSL2 into the home. The major differece lies in the cheap last mile delivery and not being limited to a short distance from the closest exchange.

This strategy also eliminates much of the "interference" problems.

The US and a few other countries also has the added problem of overhead power lines, which acts as big "aerials", contributing to interference. Much of the latter are being addressed by the latest equipment.

Howcome a technology answer must come out of the dark Africa? (not aksing you BPL - at least you could ask something sensible - but those others trying to be clever.)
