Agree. That's the point... somebody has to invest in the installation of all these bypass devices, and it won't be utilities unless they see a big potential profit. Oh yeah, and also if they want to get into the regulation game with all the telco and cable guys since they will now be a communications provider, not just an electric power utility.
Most likely it will be a spec 3rd party, with a license or lease from the electric utility to install these devices on utility property and equipment.
