Just 10 years ahead
In my experience, wireless 802.11g performs well up to spec, above 80% of manufacturer rating most of the time, within the rated range. That sounds like a far better delivery vehicle than you've described.

The key problem is the "last mile" connectivity problem. Powerline technology is supposed to solve that last link to the customer. The big money is in urban areas, not rural areas. There's just a lot more utility customers in the city than in the countryside.

My bet goes that within 10 years you'll see optical fiber strung along the electric pole right of ways or in the cable conduits up to a neighborhood wireless hub covering a range of about a block (100 meters?). Then each customer hooks up at 11 Mbps or better to that wireless hub. Saves a lot of money for the ISP and makes adding and removing customers a snap.
