Yes, exactly the problem. The way that US utilities generally have wired their distribution grid over the decades of electrification has resulted in a hodgepodge of distribution circuits linked by many electric power components. In a rural setting, where you may see long circuits, uninterrupted by transformers and the like, powerline technology may well be applicable. But I would be surprised to see reliable bitrates above 56kbps.
