I'm one of those 28.8 (usually less) people
I would jump at the chance to get better speed at my rural home. No cable, No DSL, no wireless, forget satelite. Of course, power-line broadband would have to be affordably priced and stable.

Thank God I have high-speed at work (T1) to retrieve larger system updates for home. Users with dial-up only access tend to pull their hair out when updates are larger than 2MB - even then it normally takes several attempts.
