No, I have not.
There's something wrong with the Federal Government telling local governments that they CANNOT provide this service to their constituents. If you, as a conservative, don't want your local governing bodies to provide this service, then don't vote for people who favor it. But where do you get off telling people who live in the next town, county or state that THEY cannot have this?

As to whether or not this is an essential service, keep in mind that the definition of what is or not an essential service changes in time. Education, telephones, electricty, heating and indoor plumbing were all considered luxuries at one time.
