Except that wouldn't be in the cities best interest

Making business difficult for a business in city drives business away from the city. This erodes the tax base and causes problems. It's not something a city should do and they probably won't as most cities want to entice businesses into coming to thier city. Of course you do get stupid people elected that do stupid things.

The only reason big business doesn't want this is that it means competition will be able to compete with thier offerings. Competition is good but Corporations don't see it that way. Better to monopolize the last mile and take customers for as much as they can.
