You are exactly right. I live in a rural community of 1500 people, where the cable company, telephone company, and even local ISP said had no plans on offering broadband. The city took it upon themselves to set up a broadband network and within 6 months had over 1/3 of the city hooked up for service.

Naturally, after seeing the huge success that the city had, guess who started offering broadband within a year of them going live? First the telco, then the other ISP, and now cable is saying they are bringing it in.

Without the city hooking us up, there is no way that we would have broadband internet now.
