Having city agencies and the public both use the same WiFi network isn't a very good idea, IMHO, Especially if they want to preserve security. Even if they use SSL for the official city business, at least one employee will use the WLAN for unsecured Web browsing, which pretty much negates any security measures they set up.
If they want a network that they can use for both, they might want to have dual "a" and "b/g" LANs on the same equipment, so the employee side has a bit more security and will not suffer interference from the public side. Then again, they might want to consider "a" for all of it, so none of it gets interference from microwaves, cell towers, etc.
