Verizon, and sbc and all the other majors have such strict policies that getting access means you need to basically have the resources "$" to get your self to adhere to those guidelines, Of course the majors love the FCC Ruling it stopes entry to the market place, the only benificary to this is vonage because they have millions of dollars and a huge subscriber #, all us small guys tring to make a buck and offer a superior service are left in the large corp burocratic nightmare and will be force out, the fcc sould madate that they allow access to the call centers if they are going to mandate 911
