Forcing the hand
It seems that the Bells now have an advantage, as they can force the VoIP operators into terms that favor the Bells. Previously, it was a matter of negotiating the terms, which can understandably be a long process. Now, the VoIP operators don't have time to negotiate. They have to take the terms offered or risk an extention to the deadline. I think we'll definatley lose a few VoIP companies by the deadline.
