I too am not certain about how much input municipalities have into regulation of telcos and cable companies. But the states certainly do (at least the state I live in does). Regardless of the level of regulation, it still doesn't seem "fair".

And keep in mind, many public utilities and regulated "monopolies" (such as the telcos and cable companies) have caps on their profits. If they can't raise their rates to recoup their expansion costs, of course it won't be profitable to expand. How is a company raising costs for all customers, in order to provide service to less profitable markets, any different from a municipality providing that service by using public funds? The cost of providing the broadband service, whether provided by private companies or municipalities, must come from somewhere. Either way, through phone/cable rates or taxes, the public pays for it. At least with private companies, I have the choice of subsidizing them or not. If my city is paying for it, I don't have the choice.
