Shades of Philip K Dick? "Morality Report"
Shades of the "Morality Report" and "1984" (George Orwell, Orwellian). I think we are carrying this ID thing too far. Remember when when congress wanted to take guns a way from the ordinary citizens? and the saying was, "when they make having a gun illegal, only criminals will have guns!" It may be a bad analogy, but basically only criminals won't have to be unidentified, they will be free, only the good citizen will be imprisoned.
