It is not the responsibility of the ISP to keep people safe from the internet. They are not the worlds police! They provide a connection, think of it as a highway, police dont protect you from accidents, they happen all the time, police simply stop speeders. Speeders could parallel to users who use a network incorrectly, therefore, the isp would step in and say stop. Anyhow, the government provides us with the road, they provide us with the connection, what we do on that road/connection, is up to us.
Furthermore, not all users are stupid. How many times have you wondered how someone got their drivers license, well sometimes i wonder how some people managed to buy a computer.
