It's not likely an issue with XML per-se ...
It's more likely an issue with specific dialects of XML. For example, some XML documents may contain a CDATA sections would could include stuff like JavaScript, which could be executed by the software receiving the <ocument. Also, you could probably inject JavaScript into style sheets that run when you execute a transform.

As will all things, instead of blaming the progammers who write crappy code, it' easier to blame the standards.
