Well, it seems Mr. Barton of Texas got the issue wrong. It is not an issue of allowing SSN's to be sold (my understanding is this is illegal today).

We need to look at this identity theft problem in a different way.

First, can this identity theft problem be stopped through stronger punitive action on perpetrators? Possibly on the small scale, but on mass-theft such as this one? My sense is no - because the risk/reward ratio it too high.

Next, can stronger punitive or unlimited compesnitory action cause custodian's of SSN's (and other theft-worthy information) to better safeguard such data in their charge? Possibly, however there is a broad scope debate necessary here, with implications to international law (e.g. - where was the data stored? Where was the perpetrator?).

So while we're locked in on how to better punish or safeguard against criminal activity, why have we not looked at creating a process (and systems) to quickly repair persons "injured" through ID theft? No --NOT-- antoher .gov bueracuracy. There's too much of that now.

Of course I have some ideas on how something like this could be structred, but computer scientists should work this - not politicians.
