Unfortunately, harmonizing Russian law enforcement with the rest of the world's law enforcement will not happen until some murders in Russia and abroad (notably, Aleksandr Litvinenko's death from polonium-210 poisoning in London) are investigated and the cases cleared.

Until then, the chance will always exist that the Russian law-enforcement community is misrepresenting an illegal seizure of corporate assets or the silencing of a political dissident as a criminal prosecution at the behest of the nation's nomenklatura.
