Maybe there will be some real debate ths time

At least in the Senate. My suspicion is that the Republican leadership in the House will still try to push the bill through on a closed rule, but they don't have enough votes to pull that in the Senate (can you say "filibuster"?).

My suspicion is that this will pass, but not without significant amendment. The administration will of course, complain about "watering down" and may even threaten to veto an amended bill, but in the end the President will sign this one too (he has yet to veto a bill).
