Without foreign ISP action, there's no solution.
Take a look at those phishing schemes, virus attacks, and general spam. They are primarily from foreign (often Asian or S. American servers), and rarely those of european or US providers. Herein remains the problem. ISP services in these countries remain apathetic to the cries of spam recipients who go the extra mile by tracerouting these emails and identifying both the offending server mailing site, and the offending directed website. These companies are in the business of making money, not by shutting off spammers' accounts because of violations of their TOS and AUP. They are also often in areas where they simply don't care, and that spam is simply not an issue for them. A customer, who, despite any "offensive internet action," can continue associations with these ISPs because they will continue to pay money for their service. In a country like China, that's little to argue.

What we need is for our own ISPs to become more wise to these systems, and simply block or blacklist certain IP addresses at the receiving customer's request. But, of course, that would take time and energy -- a commodity the ISPs don't want to spend, despite its value. No, they would rather convince you that their "new and improved spam blocking ability" is going to keep you free of unwanted emails full of phishing links, viruses, etcetera.

Time to wise up. Spam and viruses are here to stay. So long as our local ISPs remain as apathetic to these issues as they are overseas.
