wrong, this is a Linux boot from USB (or CD)
If you understand what boot from USB is, you would have known this has nothing to do with what OS is installed. However, There are ways to make Linux run inside Windows but it is still better to use all of Linux benefits and use Linux. This is also good news that you can run LINUX anywhere and everywhere.
