WIN98 with networking enabled would do the same think

Could you prevent one Win98 user from reading/updating another Win98 user's files on the computer? No. Win98 is not multi-user. Could you on NT? Yes. NT is multi-user.

Sorry, keeping a separate list of IE favorites and desktop shortcuts for each user does not mean an OS is multi-user, at least not in the context that we are talking about here: computer security.

Multiuser mean multiple users at the same time

I addressed this in my post, please read it again. I'm not going to argue the semantics of "multi-user" with you because that is a waste of time. You are talking about things that are completely and 100% irrelevant to computer security which is the topic at hand. If you want to cling to your definition of multi-user, please do so in a thread where they are talking about nice-to-have GUI features.
