re: SSN for Credit Check: It is actually abused by the credit reporting agencies, where 2 people of same name, BUT, different SSNs, live at same address:

the agencies IGNORE the SSN (they are NOT supposed to), and cross post by name and address.

So, IF 1 has generated bad credit, the BOTH have BAD credit.
