Punish Companies
Heavily fine companies whose databases are broken into. While most would say punish the hackers, I think the first thing to do is severely punish the company that did not prevent the hackers from stealing the data through properly securing the database. Then when they catch the hackers, throw them in jail. Give them computers and force them to design security that would prevent a hacker from breaking into the database using the method they used.
