The problem is the internet !!!
Face reality, the explosion of ID thefts is directly related to increased internet access of financial and other personal information sites.

It is way past due for financial institutions to revert back to direct dial-up connections.

While this will in no way eliminate ID theft, it will greatly reduce identity theft by someone half way around the world. The data must then be stored in non-internet accessible database.

It doesn't matter what level of encryption is utilized, keyboard-entered passwords and hardward security devices can all be rendered useless by "loggers". Who is going to bother to attempt to decrypt something when they can just hijack the legimate user's password and hardware scan info.
