Fine the data brokers for each breach and each account compromised
You want the data brokers to take notice and fix the disgraceful way they conduct themselves? Do this:

1) Fine them for each breach and for each account that was compromised. Something like $1000 USD per account per breach would do quite nicely. So if you had 300,000 individuals' records compromised, the fine would be something like $300M USD. They will pay attention to that.

2) Make them spend the time and money to clean up the mess. The affected consumers should not have to do anything to fix the problem that they did not create.

3) Like Sarbanes-Oxley, hold the company executives PERSONALLY RESPONSIBLE for any security breaches. If they face fines and/or jail time, they will fix their security and their processes.

To our Senators and Congress men and women, you make the ones responsible for the mess responsible for fixing it, and guess what will happen: the situation will get better.
