Seems to me to be a step in the right direction, but I'd add that these disclosure agreements should hereto and henceforth be translated into Klingon, so that at least a handful of non-lawyer types can figure out what they mean and explain it to the rest of us.

But seriously now, what they need to do is require a short, terse and to the point page that says either 'We will give your information to no one.', or 'We will share your information with the following companies'. No more 18 page documents that refer you to other sections every 3rd line.

Off on a tangent, I don't believe they can do this right. Politicians just don't get it anymore. They pay people like us to think FOR them.
