Canada has already enacted Privacy protection laws already.
You have to get permission to use(from each citizens personally) information or to include new members(business partners or the public) to share it with.
You have to use secure means to transport or communicate it as well. Fax and email are out unless data is heavily encrypted. (information coul d be sent to wrong place or intercepted and decoded)
The penalties should be severe for failing to protect data, specially data that could be used to steal identities . The CEO in charge should be charge criminally for failures & civil penalties awarded against the company in reparations to consumers. Damages to be paid to those whose personal info was taken inappropriately.
But doing that you ensure the safety of data systems from tampering (cheaper to protect information than lose when information is accidently or intentionally deceminated against the users rights to have private information secure).
What will happen after legislation like that is adopted. Industry will be fortifying and adopting tougher security measures when dealing with personal information. Like using secure tranmission or delivery systems.
Think encrypted tapes/CD/DVD and personal delivery in steel boxes handcuff to personel for deliver to another site.
Think NOT sharing information unless absolutely required to do so and not without making sure you have rights to give it to them. (if it's a new business you are providing information to get permission from citizen before proceeding).
How about having to go to a government agency to prove your need to ask for that information on the public to obtain a license to do that. Without it it would be illegal.
