Two things a lot of CIO's are interested in taking on. People who lose their data to indentity theft don't have much recourse in the courts. You can sue for actual damages, if you can document the costs but it would probably end up being a just over small claims in most states. Right now it's cheaper to let hackers get away with your data and take a short term hit than invest the money in a secure data structure.

Interesting no one starts asking how these companies get all this information on you. Where do they get ssn's? My bank denies giving out any data about customers to anyone, especially ssn's. Not even premium customer lists and I believe them. The state must be giving away your drivers license data and vehicle registration. Is it retailers? VISA? The credit bureaus?

I'm going to go talk to my bank to find out if there's any way they can not report loan data to the credit bureau. Sure they can report a bad debt but if I didn't want them to report anything if that could be arranged. They'd probably tell me that would hurt my credit score but when you don't borrow money you don't care.
