Perhaps a fine is in order
As part of the legislation under consideration, perhaps Congress should fine these companies $11K USD for each customer compromised PLUS require these companies to "fix" the problems caused by their incompetence. If you catch them in their wallets, you'll find companies much more of a mind to take action and do what they should have done in the first place.

Then again, it's these same companies that contribute to the re-election compaigns of our members of Congress...
