Loss of Manpower?
Last year, Microsoft released patches weekly (or weakly?) The virus writers would analyze each patch to find the new flaws, but only had 7 days before another patch might make their efforts obsolete. So Microsoft decided to release patches monthly to give the virus writers more time to exploit each flaw. Now Microsoft cannot maintain the monthly schedule?

My opinion is this is the result of their cost-cutting efforts (including off-shoring work to India). Since Bill and Steve know their company is doomed, we should not expect any major investment in fixing their products, but it would be nice if they could meet some of their published goals.
