I have seen IT folks use SOA
for the Sarbanes-Oxley Act. It doesn't bother me, and have have been doing SOX audits for almost the last 3 years.

The author of the article does have a very valid concern. My take is that the author is addressing the wrong group. Nearly all of the IT folks I have worked with are great at technical and engineering feats. But in most cases they do not possess the experience or education to effectively determine which data is important and which is not important. That is an issue for the business users who should be providing guidance.

Unfortunately, most business users are happy to let IT do the archive of the world and then if things don't work out, they have an instant scapegoat.
