Outlook has nothing to do with phishing. I am not saying Outlook is the most secure, but you need to re-read the article and understand what they are saying. Let me put it in layman's terms. If you win an auction and you log onto your WEBMAIL. The sellers provides you a URL to pay for your auction. And you go to that site and enter your credit card and info... boing! What does Outlook, or Microsoft have to do with that?
