Only when the people responsible...
Are put in Jail will these major security lapses stop.

Every week it seems you read of some big "Security Failure" that affects millions of consumers and their privacy.

Assuming the government still cares about Privacy in this country (and this is definitley an arguable point), they need to crack down on this.
