It's Called Personal Responsibility
I think the real problem is that sites aren't clear about what is meant by a secure, but still easy-to-remember, password. You have to do some research to find out what is meant by "secure password". It's not just your middle name or your cat's name and birthdate.

My philosophy (and it's worked so far) is you come up with 2-3 passwords of characters, letters, and numbers. You use one for your web-based browing/newsletter stuff (like logging into ZDNet), another for your email, and a third for your banking, etc. And you MEMORIZE them. And you change them up a couple of times a year.

If someone is too dumb or too lazy to come up with something that is at least difficult to guess (and there's a website out there that will "grade" the difficulty of your password) or just gives it out to any email/ad request for it, has incurred their own damage. Nothing is secure. Nothing is guaranteed.

I don't want another piece of hardware. I don't want some embedded microchip. I just want people to take responsibility for their own stuff.
