Missing the target
If you call/write one of the credit agencies and alert them to potential credit fraud they will contact you if any attempts are made to access/change your credit report. That effectively stops anyone's ability to do anything with your identity since they won't be able to access your report or change the data on it. Given the number of transactions the credit companies deal with, notifying everyone anytime a change is made would be prohibitive.
