Why SHOULDN'T you be responsible?
"Why should I as a casual user be responsible for constantly protecting myself and others against unpredictable, instantly changing threats?"

That is like saying "Why should I as a casual driver be responsible for maintaining my tires so I can protect myself and others against a blowout?"

My ISP has a way of tracking where viruses are coming from. They then call you and give you 48 hours to clean up the virus or they are going to disconnect you. They offer virus scanning software for free. They scan all emails before I get them.

For those who choose "cheap" for ISP services, they will get "cheap" and the rest of us have to somehow (unfortunately) deal with it.

Since more than 90% of all viruses originate in an email, I favor the idea of all SMTP servers scanning all email traffic. I know it is a slow down, but it at least keeps infected emails from being passed on to unsuspecting users.

I wish there was a way of tracking all the different port sniffs, etc. that these viruses use, then back feed the nastiest virus known to man back into their system. Even if they are running Linux, there has to be a virus that can shut them down.
