30 days - for whom?

You are willing to disconnect me for 30 days, for operating a virus with its own mail engine. Let us also apply this to the server that put this on my system, my ISP. I am fairly sure TimeWarner would freak if every time one of their customers got 30 days suspension they go it too. But, they theoretically have access to better and more current information and talent than I do. Surely they are in a better position than my aunt.
The common carrier defense, barely applies. Remember the biggest common carrier the US Postal Service shut down sites to prevent spreading suspected anthrax. When warnings are available to blissfully count stock and ignore them, then blame the recipient, seems to be standard practise.
Maybe it is time to alter this with something similar to OSHA methods. i.e. Unsafe woking condition fines are directly paid by the responsible PERSON and any reimbursement is trebly fined. This way the IT manager individually pays for the damage caused by saving the cost of another server. And a bonus is worth little if it barely covers the fines.
