I see a problem here. Most of the ISP's that I've dealt with and deal with now already do the things you're suggesting (except maybe OS patches). However, most of the folks that I've seen on those same ISP's don't take advantage of them. Just because something is offered, doesn't mean they actually go and download whatever needs to be to BE safe. AND, more often than not, most bugs are passed out through porn and warez sites ... that's fact. Too many don't want to believe that their favorite pic of (insert celeb name) is causing the constant reinfection of their machines. When they're told that is what it is, do they get rid of it? Nooooooo ... they whine and have fits about how it's the computers fault or the techs fault for not fixing it properly!

I know that the above scenario is true as I and a friend that runs his own shop have both faced it. These people just refused to believe that their "entertainment" was causing the malfunctions. We all know how hard it gets to tell folks over and over the same things to just be ignored or worse yet, have some idjit tell us we have no idea what we're talking about. Gotta love that one =\

So, when the client refuses to listen then what? Curtailing access until the problem is resolved seems reasonable to me. Maybe not an all out suspension, but at least limiting access until it's taken care of unless there are numerous infections because of the above scenarios.
