Don't need the government, if all the largest email providers used SMTP that scanned for viruses and enforced a "your email server will scan for viruses also or we will not allow your email server to connect to our email server" all the smaller companies will be forced to use virus scanners or their users will not be able to email anyone else.

Yes, and all email servers should be required to check for an MX record of a connecting email server, if it is a fake email server on an infected system, it will not have an MX record, and, all email should be rejected.

Anyone can have multiple email services, but, if someone infected have several email services his/her system will probably be sending viruses to all of them and all of them should suspend them based on the viruses being sent to them, not other providers.

this would really cut down the viruses being flung around through SMTP at least.
