This may sound good in theory, but lets analyze the reality of your "ideas".

SMTP should be "required" to scan all outgoing mail using current virus technology. Will this be enacted by a law? Who does the enforcement and what department has jurisdiction? Is current virus technology going to be a government issued virus scanner?

And in the instance of this paticular virus, it gets e-mailed using its own SMTP server. So shouldnt all incoming servers be required to scan as well?

"In addition, all ISP's should suspend web access (30 days?) for all users who try to send out viruses/trojans, assuming the bug is one that requires an act of idiocy."

Sounds like this one will be handled by the thought police. During this thirty day suspension, is the user free to switch to a different ISP while he serves the thirty day with his current ISP?
