Regulators get lobbied by mega-corps
My reaction to "regulation" is AAAARRRRRGGGGHHHH! How much do you want to bet that "the best legislators that money can buy" won't end up mandating $5,000 computers with "Fritz-chips" running $1,000 Longhorn and $1,000 MS Office 2007? MS plays dirty, witness their threats against Denmark re: software pastents this week.

Maybe MS can't maintain their monopoly naturally, but they're capable of making enough "campaign contributions" to buy an enforced monopoly.
