Accountable - yes

Regulation will come if the industry does not police itself. Yes, regulation most often stifles innovation.

The software manufacturer must be held accountable and place a good working product on the market. If not, they must be willing to return your money. Software returns are so onerous that you can not return a package at the store you bought it. There are few (none come to mind) products that don't work well and I can't return to the store where I purchased it. Too often it seems that software wants to place itself outside the working world realm of commercial commerce.
