Security purposes, not everyday use
I think this article is talking about physical computer destruction for high-end security purposes (both in government and corporate settings). For instance, allowing (asuming a military situation here) a mobile information base to destroy said information in an unrecoverable fashion if there is danger of capture.
But I could be wrong...
