Most agencies do and have!
Most agencies have departments that are strictly security, but while johnny corporation(s) pour bucks into their security, most governments are appropriated money by, yep, our congress who done this review. They say how much we spend on what! Also, there is NO johnny corporation out there as large. So there is no comparison because you are suggesting to compare apples and peas. You couldn't fathom what amount or type of data agencies hold. Put all the largest corporations together in the US and that would perhaps make up about a third of just DoD data! [my estimates, but I am sure close]. For example money. There isn't a corporation out there accountable for mutiple-year money. In fact, it doesn't exist to them! Ask Mobil, Goodyear or Microsoft to account for a dollar that is good only 5 years. Congress is more concerned about spending then accountability... you go figure!
